DAR ES SALAAM - U.S. First Lady Michelle Obama and predecessor Laura Bush combined their star power to draw attention on Tuesday to efforts to improve women's health and welfare in east Africa.

U.S. President Barack Obama has finished his trip to Africa and says he is convinced that with the right approach the continent's people "can unleash a new era of prosperity."

Obama has highlighted programs that combine public and private efforts to spur economic progress, making Africa more of a trade partner with the United States than an aid recipient.

He left Tuesday after visiting a once-idle power plant in Tanzania that was restarted through a joint U.S.-Tanzanian effort. Obama announced a new $7 billion program Sunday to expand access to electricity in Africa.

Earlier Tuesday, former president George W. Bush joined Obama for a wreath-laying ceremony to honor the 11 people killed in the 1998 bombing of the U.S. embassy in Dar es Salaam.

The president focused on trade Monday, telling U.S. and African business leaders in Dar es Salaam that he sees Africa as "the world's next major success story."

He announced a new venture called "Trade Africa" that seeks to increase trade ties between sub-Saharan Africa and the United States, with the initial phase focusing on East Africa.

Obama's tour also included stops in South Africa and Senegal, where he discussed security issues and efforts to counter extremism.
